Missouri State University-West Plains Assistant Professor of Communications Kay Garrett and her husband, Jack, a retired circuit court judge, are spending the fall and spring semesters teaching at Missouri State University’s branch campus at Liaoning Normal University (LNU) in Dalian, China. Kay has been teaching at Missouri State – West Plains since 1991, and Jack recently retired after serving as Presiding Judge of the 37th Judicial Circuit of Missouri. Jack spent 28 years in general law practice in West Plains prior to becoming a judge in 1994. He also served as Howell County Prosecuting Attorney from 1966-1970 and as juvenile officer from 1967-1968.
As part of an educational cooperation project between Liaoning Normal University and the Missouri State University System, Missouri State University-West Plains offers the associate of arts degree in general studies at the Missouri State University – Liaoning Normal University Branch Campus in Dalian, People’s Republic of China. All classes are taught in English, and the majority of instructors are from the U.S. The China Branch Campus also hosts students from the Missouri State – West Plains campus.
